The answer is quite simple! The Windows User State Migration Tool (USMT) 4.0 will give you the ability to control exactly which files and settings are migrated and how they are migrated. The USMT includes two components, ScanState and LoadState, and a set of modifiable .xml files: MigApp.xml, MigUser.xml, and MigDocs.xml.
